Each engagement is diagnostic and advisory. We assess your draft against public-sector evaluation practices and hand back specific, actionable improvements — never ghostwritten content.

A proposal is scored by an evaluation committee against published criteria, so the review targets how it will be read and scored. An Invitation to Bid awards to the lowest responsive bidder with no criteria at all, so the review targets responsiveness instead. The two sections below cover each.

Invitations to Bid

An ITB is won on responsiveness, not writing.

An Invitation to Bid awards to the lowest responsive and responsible bidder. There are no evaluation criteria and no scoring committee — a strong narrative earns nothing. A single missing form, an unacknowledged addendum, or an altered bid schedule is enough to have the lowest price rejected without consideration.

Our ITB review is therefore a different exercise from a proposal review. We work the bid package against the solicitation’s mandatory submittals and confirm each one is present, current, and in the form the agency asked for.

Bid form as issued

Every line completed, no substituted or altered pages, alternates and allowances filled where required.

Pricing arithmetic

Unit prices, extensions, and totals reconciled. Math errors and inconsistent unit pricing are common grounds for rejection.

Addenda acknowledged

Each addendum confirmed and signed. An unacknowledged addendum is one of the most frequent avoidable disqualifications.

Bid security

Bond or alternative security in the required form, amount, and validity period, with the surety and power of attorney in order.

Signatures and authority

Signed by someone with authority to bind the firm, notarized where the solicitation requires it.

Mandatory forms and affidavits

The certification package the solicitation lists — commonly non-collusion, public entity crimes, scrutinized companies, drug-free workplace, E-Verify, and conflict of interest.

Licensing and registration

Trade and contractor licensing, state registration, and any agency-specific prequalification current as of the bid date.

Subcontractor and participation listings

Listed subcontractors, participation goals, and supporting documentation where the solicitation requires them at bid time.

Substitutions and product data

Descriptive literature and “or equal” submittals where the specification calls for them.

Submission mechanics

Format, labelling, copy counts, portal upload requirements, and the deadline itself — read against the solicitation rather than assumed.

What we need from you

The complete ITB with every issued addendum, the bid form package as the agency published it, and your completed bid documents. Send them together — the review is a comparison, and it is only as good as the source documents behind it.

ITB reviews are priced on the same page and volume bands as proposal reviews. Price a review.
